The Board of Commissioners
The Board of Commissioners of the Newport News Redevelopment and Housing Authority is comprised of seven members who are appointed by the Mayor and City Council of Newport News for a four-year term and are eligible for a one-time reappointment. All commissioners must live in the City of Newport News and one commissioner must be a resident of public housing. The Board meets on the third Tuesday of each month at 8:30 a.m., and is responsible for governing the Agency and setting policy direction. Meetings are held at the Authority's office at 227-27th Street. Commissioners may be contacted through the Executive Office at 928-2620.
Howard F. Manly
Howard F. Manly was appointed to the Board in 2009 and was elected Chairman of the Board in February 2012. Mr. Manly retired as Deputy Commissioner of Public Health/Epidemiologist for the District of Columbia and is currently President and CEO of the Manly Group.
N. Douglas Burgoyne
N. Douglas Burgoyne was appointed to the Board of Commissioners in 2009 and elected Vice Chairman of the Board in February 2012. He is Executive Vice President of the Commercial Lending Arm of TowneBank.
George B. Knight
George B. Knight was appointed to the Board of Commissioners in 2010. He is the owner of Commonwealth Environmental Services.
Bernice Berry
Bernice Berry was appointed to the Board of Commissioners in 2011. Ms. Berry served as City Clerk for the City of Newport News for 26 years and retired from that position in 2005.
