BUILDING & GROUNDS MAINTENANCE WORKER
Housing
Salary: $10.32 per hour
Status: Full-Time Regular Position
GENERAL DEFINITION OF WORK:
Work is performed under the general supervision of the Maintenance Supervisor assigned to the Asset Managed Property. Performs maintenance, grounds care and custodial duties and vacancy turn around duties
TYPICAL TASKS: (Examples Only)
Performs grounds maintenance tasks: cut, edge, trim grass areas; plant, mulch, stake, fertilize, trim trees and shrubs; pick up, load and secure debris and trash; operates grounds equipment: commercial riding mowers, backhoe, tractors, dump truck, elephant vacuum, dump truck, trimmers, edgers, aerators, seeders, spreaders.
Assists with vacancy turn around work and routine repairs to property units: Performs general maintenance of structures; repairs small patches in preparation for painting;
assists with repair of doors, windows, hinges, locks, downspouts, roofs, sub-floors and floor coverings and tiles, construction of wheelchair ramps, walkways, storage cabinets, etc; picks up and delivers equipment and supplies;
Performs custodial duties: cleans vacant apartments: removes furnishings, cleans floors; maintains trash compactor and exchanges dumpsters.
Inspects assigned work areas regularly to insure proper standards are maintained.
Ensures that work orders are completed for all assigned work.
KNOWLEDGE, SKILLS AND ABILITIES:
Some knowledge of basic and safe equipment operations and preventative maintenance.
Some knowledge of common methods, materials and tools used in carpentry, painting, electrical and mechanical trades;
Some knowledge of common methods, materials and tools used in grounds maintenance and lawn care.
Ability to operate and care for hand and powered tools used in building trades;
Ability to operate various types of ground maintenance equipment.
Ability to operate various vehicles such as pickup trucks, dump trucks, etc.
Ability to communicate effectively with the public.
Ability to prepare written documents such as work orders and maintenance logs.
Through knowledge of supply procedures.
Ability to establish and maintain effective working relationships with co-workers, clients and others.
EDUCATION AND EXPERIENCE: (The following requirements may be used to evaluate applicants for employment. When applicable, equivalent substitution will be allowed for differences in experience and education.)
Any combination of education and experience equivalent to graduation from high school and a minimum of one year of experience in grounds and building maintenance.
WORKING CONDITIONS:
Lift 75 lbs. intermittently. Exertion of up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 pounds of forces constantly to move objects. Requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, fingering, grasping, feeling, and repetitive motions of wrists, hand and/or fingers.
SPECIAL REQUIREMENTS:
Must possess a valid Virginia driver’s license and be able to maintain insurability under the vehicle insurance policy of the Authority.
May be required to obtain pesticide and herbicide application certification within twelve months after employment.

DIRECTOR OF COMMUNITY DEVELOPMENT
Community Development
Salary: $60,558 – $99,255 per year
Status: Full-Time Regular Position
GENERAL DEFINITION OF WORK:
Performs complex professional and difficult administrative work planning, organizing, directing and coordinating Community Development activities; does related work as required. Work is performed under the general supervision of the Executive Director. Supervision is exercised over all department employees.
TYPICAL TASKS: (Examples Only)
Plans, organizes, directs, coordinates and implements community development and capital improvement activities;
Prepares the annual Community Development Block Grant (CDBG) and HOME program consolidated plan for submission and presentation to the Newport News City Council and the Department of Housing and Urban Development, acts as lead staff to Council appointed CDBG application committee;
Directs redevelopment activities and residential loan programs;
Directs the real estate acquisition and disposition connected with redevelopment and community development functions;
Develops new programs and sources of funding;
Develops public housing capital budgets and directs implementation;
Prepares comprehensive reports for the Executive Director, Board of Commissioners, the City of Newport News and the Department of Housing and Urban Development;
Serves as coordinator of the Consolidated Housing and Community Development and the Capital Grant planning process;
Represents the Authority in meetings with the public, contractors and other government agencies;
Prepares program and department budgets and monitors expenditures;
Evaluates the work performance of employees;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of Federal, State and local laws governing Community Development, Low Income Housing Tax Credit Program and related activities;
Comprehensive knowledge of the principles and practices of urban planning and local government; Thorough knowledge of finance, banking and real estate principles;
Thorough knowledge of regulations and procedures governing rehabilitation, acquisition, disposition and relocation activities;
General knowledge of automated information systems desirable;
Proficient in the use of personal computers;
Ability to interpret and analyze statistical and financial data;
Ability to prepare and present technical materials;
Ability to plan, organize, direct and evaluate the work of staff members;
Ability to establish and maintain effective working relationships with associates and government officials.

Any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, public administration or related field, a minimum of five years experience in community development and a minimum of two years supervisory experience are required. Master’s degree is preferred.

DEVELOPMENT ADMINISTRATOR
Community Development
Salary: $40,794 per year
Status: Full-Time Regular Position
GENERAL DEFINITION OF WORK:
Performs difficult technical, professional, and managerial work concerning a variety of program activities including housing development, neighborhood redevelopment, and HOME Program administration. Work is performed under the general supervision of the Community Development Director. Supervision will be exercised over subordinate managerial and technical employees comprising the Development Division of the Community Development Department.
TYPICAL TASKS: (Examples Only)
- Coordinates the development and implementation of neighborhood redevelopment plans involving real estate acquisition, relocation, demolition, and development.
- Identifies sources and coordinates applications for financing to support public housing redevelopment and modernization initiatives.
- Prepares grant and financing applications and supporting documentation for non-public housing homeownership and rental developments.
- Coordinates the housing development and neighborhood revitalization activities of Community Housing Development Organizations (CHDOs).
- Assists the Community Development Director in the preparation and maintenance of program budgets, plans, environmental reviews and release of funds, citizen participation activities, preparation of required documents and reports.
- Prepares invitations for bids and program announcements and sends to appropriate media;
- Obtains required documents before and after contract award.
- Monitors program progress from start to finish; prepares necessary payment documents.
- Collects data for and prepares the HOME and housing development portions of the Consolidated Plan for Housing and Community Development and the associated Annual Action Plans.
- Researches regulations governing the administrative requirements for HOME and related affordable housing development programs.
- Prepares reports and conducts research for the Community Development Director on various housing, community development, and neighborhood redevelopment activities of the department.
- Schedules, coordinates and attends meetings as required, and maintains appropriate records.
- Attends citizen participation meetings as Authority representative at the direction of the Community Development Director.
- Monitors sub grantees including CHDOs through written reports and on-site visits.

Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university with major course work in public or business administration, management, urban studies, urban planning or related field and extensive experience in public administration or real estate finance and development required. Housing Development Finance Professional (HDFP), American Institute of Certified Planners (AICP), or equivalent professional certification desired.
